After extended curiosity, I finally broke and bought the Numenera rulebook. I pitched the general world and game concept to a few friends for a short test adventure or two, and several have taken a particular interest in the Varjellen, to the point where more than half the group could end up playing them.

Varjellen Abilities: All varjellen characters in Numenera have the following abilities: Diminished: At ﬁrst tier, you have 3 points, not 6, This focus is reserved for a special race of creatures in Numenera called varjellen. There’s probably no reason to offer it in your game unless you want PCs to have the option of playing varjellen.

You're PC is a varjellen because you say they are, and you get to use any descriptor you want. You don't get the varjellen abilities in the core book, you just use your descriptor powers. I like this for Numenera if you make it optional, and you let your players use racial foci without the descriptor. Some players like to lean into their race.
